
Danville Program Executive Summary
The Danville Program – A HILOA New Housing Initiative

HILOA has launched the Danville Program, an affordable green townhouse community (phase I), to address Danville, Virginia's critical housing shortage. Scheduled for development over 24 months from July 1, 2026, through June 30, 2028, Phase I of the program will consist of 50 energy-efficient, three-level townhomes, each with 3 bedrooms, 2.5 bathrooms, and a garage totaling 1,500 square feet of living space.

Addressing a Critical Shortage
​
The city of Danville's population is approaching 42,000. As of mid-2025, the city faces a shortfall of 2,000 to 3,000 affordable housing units. As the city undergoes significant economic revitalization, it creates new job opportunities, which in turn drive increasing demand for housing. Large-scale employers, such as Microporous at the Berry Hill Megasite (over 2,000 jobs) and Caesars Entertainment (over 1,300 jobs), are bringing new workers to the region, further intensifying the urgent need for housing. The Danville Program is HILOA’s immediate step to help meet this demand and help ensure inclusive, equitable growth for the community.

Affordability and Income Targeting
​
All 50 townhouse units will be exclusively for households earning 80% or less of the Danville Area Median Income (AMI), with a projected deep, expansive affordability mix:

10 units at 80% AMI or less
15 units at 60% AMI or less
15 units at 40% AMI or less
10 units at 20% AMI or less
For the Low-Income Housing Tax Credit (LIHTC) application, 100% of the Danville Program townhouse units will qualify as affordable.​
Total housing cost for HILOA analyses is the sum of monthly rent and monthly utility costs. HILOA’s tenants will pay no more than 30% of their monthly household income for rent plus utilities, ensuring true affordability for working families.
Environmental Sustainability and Efficiency

HILOA will build the development to LEED Platinum-certified standards, featuring:

Renewable energy systems
In-unit energy storage
Energy-efficient appliances and HVAC systems
Gray water reuse and on-site recycling infrastructure
Electric vehicle (EV) charging stations are to be in strategic positions throughout the complex
This sustainable design entails a 10% green premium (the “Green Premium” coined by Bill Gates) over traditional Danville construction costs; however, HILOA projects 80–90% monthly energy savings per unit as compared to units with conventional resources, practices, and systems, thereby reducing long-term costs for tenants and supporting environmental and affordability goals.

HILOA’s development team brings decades of experience across all phases of housing production and delivery. With a core group of senior experts and consultants on the ground, HILOA ensures both technical proficiency and community alignment. The team includes at least two decades of practical experience in each of the following disciplines:​​
Financial Feasibility and Partnership Opportunity
​
The Danville Program is a $12.5 million pilot HILOA development with a sound capital structure, feasible financial structure, and long-term viability. Details of the financials (including sources of capital, capital outlays, and projected operating income and expenses) are conservatively included in the Danville Program’s pro forma documentation and are available upon request.

HILOA is currently seeking partners, including investors, regional lending institutions, foundations, and individual donors, to deliver this impactful housing initiative.
